For two decades, the development sector has invested in assessing whether NGOs are ready for government adoption. It has invested almost nothing — with the same rigor — in assessing whether government systems are ready to absorb what NGOs are offering. We have been diagnosing the wrong patient.

Adoption fails for two distinct structural reasons. The programme may be excellent but not designed for government delivery — depending on management intensity government cannot replicate. Or the system may be willing but the institutional foundations too shallow — political will resting on one or two officials whose departure creates a vacuum.
